After nearly a year since the first meeting, the expert group Investor-Conservation Services Relations, established by the Association of Historic Preservationists and led by our director, Jadwiga Kosińska, has completed its work. The group has publicly presented 21 postulates developed through a participatory approach, aimed at improving cooperation between historic property owners and conservation authorities. These recommendations will serve as a key contribution to the materials for the 3rd Congress of Polish Conservators, organized by the Association of Monument Conservators, which will take place in October 2025 in Kraków.
The work on the postulates was carried out in a spirit of open dialogue, engaging representatives from various sectors: conservators, historic property owners, contractors, academics, and developers. As a result, a comprehensive set of recommendations has been developed, addressing real issues related to the preservation and modernization of historic buildings.
The 21 postulates, the full text of which can be viewed HERE, focus on three key areas:
- Legislative changes – simplifying and clarifying heritage protection regulations, eliminating conflicting provisions, and accelerating administrative procedures in cases requiring urgent conservation works
- Digitalization of processes – creating unified databases and registers to improve access to information for property owners, conservators, and investors
- Skills development – regular training for conservation service staff to better understand modern technologies and restoration standards
Experts emphasize that the current heritage protection system struggles to keep up with modern challenges. ESG regulations and green transformation policies often conflict with the historical character of buildings, making their restoration more difficult. The postulates suggest introducing heritage-specific exemptions in some regulations to enable their adaptation to contemporary requirements.
– We must remember that while our perspectives may differ, we share a common goal – the protection of our heritage – emphasizes Jadwiga Kosińska. – Only through dialogue and cooperation can we effectively ensure the future of historic sites.
The 3rd Congress of Polish Conservators is one of the most significant events in the conservation community, held only once per decade. It will be the platform where these 21 postulates are going to be presented and debated in detail. The organizers expect around 400 participants – experts, officials, property owners, and investors – working together to develop the best solutions for safeguarding Poland’s cultural heritage.
